HUPD Celebrates Dispatcher Janeal Fleetwood’s Achievement
The Hampton University Police Department is proud to congratulate Dispatcher Janeal Fleetwood on successfully graduating from the Basic Telecommunications Training Program at the Hampton Roads Criminal Justice Training Academy (HRCJTA) on September 23, 2026.
Completion of this program represents an important professional milestone for public safety telecommunicators. The Hampton Roads Criminal Justice Training Academy’s Basic Telecommunications School combines classroom instruction with practical exercises designed to prepare dispatchers for the responsibilities and demands of serving as a critical link between the public and emergency responders.
Under Virginia Department of Criminal Justice Services (DCJS) standards, dispatchers whose responsibilities include dispatching for law enforcement must successfully meet compulsory minimum training standards at a certified criminal justice training academy. Required areas of instruction include communication, dispatcher judgment, legal principles, and professionalism. Dispatchers must also successfully complete required agency-based field or on-the-job training and demonstrate proficiency in applicable performance outcomes.
These requirements reflect the significant responsibility entrusted to public safety dispatchers. They must be prepared to communicate effectively during routine and emergency situations, exercise sound judgment, understand legal and procedural requirements, operate communications and computer-aided dispatch systems, and provide officers with accurate and timely information. DCJS requires dispatcher trainees to complete both their compulsory minimum training and field-training requirements as part of the certification process.
Dispatcher Fleetwood’s successful graduation demonstrates his hard work, commitment to professional development, and dedication to the Hampton University community. Throughout this process, he has represented the Hampton University Police Department with professionalism and a commitment to becoming even more effective in his role.
